Players gain the usual amount of proficiencies for high intelligence, subject to the following limitations:
Characters always gain a new proficiency for each level, according to the table below. This supercedes the information in the Player's Handbook. Proficiency ratings are handled according to the rules in Player's Option: Skills and Powers. The ratings increase by 1 point per 4 levels gained from the level the skill was initially acquired (so a spell learned at 4th level would increase at 7th level), up to a maximum of 3 points.
