Background
Fortubo, once a powerful human god, turned his back on the Suel race during the height of the Suel imperium. He saw the evils brought forth under their regime, and swore to never again involve himself in the affairs of humanity. In his self-imposed exile, he found the dwarven gods to be much more to his liking than his brother Suel deities, and in the centuries since has allied himself closely to their pantheon. He still has a few human worshippers (mostly metal workers and miners), but makes no special effort to attract more.

Fortubo demands a rigorous respect for all peoples of his priests, and they are sworn to never take life without cause. He will defrock any priest who knowingly commits an evil act, though he will spare them their life. Fortubo's priests are expected to act as spiritual guides to their peoples, and to lift arms only when the actions of the more evil races demand it.

The powers of Fortubo have been waning steadily since his departure from Suel affairs. The learned of Greyhawk predict that in future millenia he will simply cease to be, having merged his spirit and energies with those of the dwarven pantheon.
