Blibdoolpoolp was defeated and cast out of her former place of power in the same era that the Kuo-Toa were driven underground; her priests seek vengeance for this act
All shrines are near or under water, preferably fresh
Many priests of the Sea Mother are priest/thieves -- including most of the higher-level priests
Some tribes of degenerate humans still worship the Sea Mother -- it is rumored that they have Kuo-Toan blood, and that the Kuo-Toa themselves were once human or part-human
Background
The degenerate Kuo-Toan worship their sole remaining goddess: Blibdoolpoolp, the Sea Mother. It is rumored that they worshipped other, darker gods before their descent into the depths of Oerth. She is also worshipped by a few humans in remote areas (along the lines of "The Dunwich Horror", and it is rumored that these tribes have interbred with the Kuo-Toan line. Blibdoolpoolp is not interested in much of anything these days, but her priesthood is actively courting her age-old resentments against the surface dwellers, in hopes of someday attaining vengeance.
